The Importance of AI in 21st-Century Conflicts

"From the Importance of Controlling the Seabed to Outer Space: Perspectives on the Balance of Power at Sea."

Currently an inspector in the French Navy, having previously served as head of the Navy’s digital transformation and director of the Navy’s Center for Strategic Studies, Vice Admiral Marc Antoine de Saint Germain will discuss the issues and challenges related to artificial intelligence in modern conflicts, drawing on the wars in Ukraine and the Middle East.

As the balance of power between states becomes increasingly tense, to the detriment of international law, he will discuss the issues related to information control and sovereignty over our data—key factors ensuring superiority in today’s conflicts.
He will focus in particular on the power dynamics that states exert against one another in shared spaces—especially at sea and underwater—given that the bulk of our tangible and intangible assets (data) pass through maritime spaces.
